New Hampshire Housing offers the GOAL Program to all Housing Choice Voucher families whose head of household is working or able and willing to work at least part time.  The GOAL Program is based on HUD's Family Self-Sufficiency Program and provides families with an escrow account as they increase their households' earned income.

Through the GOAL Program, each family has a Coach to provide resources, support and direction when needed to help families develop and reach goals aimed at:

  • Increasing income
  • Building assets
  • Becoming homeowners

There are two options in the GOAL Program:  the original GOAL program and the GOAL Fast Track.  GOAL is best for families who want to focus on increasing their income through getting a stable job, getting a better paying job or getting a promotion where they currently work.  While employment focused, financial fitness and finding the right work/life balance are key to being successful and are also a core part of the career GOAL option as well.

The GOAL Fast Track focuses on homeownership as the main goal and is for families who have a stable job in a career that they are satisfied with.  In this option, the focus is on improving credit, saving for a down payment and learning about financing, finding and owning a home.  Families can move between GOAL options as their circumstances change.

The benefits of both GOAL options include an individual career or homeownership coach and an escrow account based on increases in earned income during participation in the GOAL Program to help them reach their long-term goals.
